Economic & Energy Aid to N.Korea Linked to Agreement on Verification South Korea says economic and energy aid to North Korea is linked to reaching an agreement on a verification protocol. Seoul's top nuclear negotiator Kim Sook made this stance clear in the six-party nuclear talks in Beijing, Monday.

[Interview : Kim Sook, Chief South Korean nuclear envoy] "Economic and energy aid is linked to nuclear disablement and the principle of action for action. It does not end with just setting a new timeline for disablement. This has to happen comprehensively with the verification issue."

This means Pyeongyang may not be getting about half of the promised 950-thousand tons of economic and energy assistance for nuclear disablement unless it also agrees to a complete verification process. This is expected to be a new bargaining card against the North at a time when winter causes energy shortages in the communist state.
Tough negotiations are expected in the first six-party heads of delegation meeting held in five months.

The main issue is getting samples from North Korea's nuclear facilities included in the verification process which North Korea has already refused. South Korea, the United States and Japan, meanwhile, hope to get this agreement in writing.

[Interview : Christopher Hill, Chief US nuclear envoy] "We've been over this issue. We've nothing new on our position. We've been pretty clear of the need of a proper agreement of what we'll be doing when we get to this process of verification."

China will be handing out a draft on the verification process to the members of the six-way talks, Tuesday that includes the six parties' stance on this issue. South Korea's nuclear envoy says negotiations centered on verification will continue Tuesday as the six parties were not able to narrow their differences the day before.

This holds especially true in a time when the parties are struggling to agree on a complete verification protocol that includes a written agreement on sampling.
